Tried deleting, then manually deleting leftover folders, etc, restarting, then reinstalling. Tried changing all resolutions and all the other settings. I'd also run the two installers for DirectX and Visual C++ under the "_CommonRedist" folder of the game's main folder in case it requires those specific DX or VC files. Does the config launcher come up for you at all when you launch it from Steam and choose the launcher? If it doesn't, try to verify the game's cache. Though I would recommend you delete the settings files in: "C:\Program Files (x86)\Steam\steamapps\common\crazy taxi" which is the: "system_config.xml" file and delete the settings file left over after the update which is: "config.txt".
